Complicating the situation was the fact that the same stream was used to empty and carry off wastes from the hospital's sewers – and since as much as three-quarters of the fresh water was being diverted into the hospital's plumbing system, the remaining volume of water in the stream was insufficient to efficiently carry-off the waste water that was being piped into it.
